State of flame is gaseous at low temperatures. At higher temperatures combustion products gets ionized and they can form plasma. This temperature depend on the type of fuel, availability of oxygen in surrounding atmosphere and stoichiometric ratio. For exampleflame temperature in candle is about 800 deg C.
