A) Has/have not + subject + v3+....?

An example for this syntax is,

▪ Haven't you seen my wallet?

B) Has/have + subject + not + v3+...?

An example for this is, (Let's consider the same example which is used)

▪ Have you not seen my wallet?

So, the first one, i.e,

"have/has not + subject + v3 +.....?" sounds good and is the correct form.
