Membership is limited to 250 members, and the present Rajya Sabha has 245 members. 233 members are elected by the Vidhan Sabha members and 12 are nominated by the President for their contributions to art, literature, science, and social services.
So, Rajyasabha which is also called as the 'house of states' is upper and permanent house of Parliament. Because, there is no fixed tenure of Rajyasabha and it is not subject to dissolution. ... The Rajya Sabha also known as the Upper House/permanent house because it is not dissolved every 5 years like the Lok Sabha.
