If someone have more number of followers then you can assume that he/she has answered more number of questions. But i would say, if you are here to learn, you must not pay attention on this and instead focus on the questions and answers.

According to me, when you follow someone you get notifications when that particular person asks a question and similarly ehen somone follows you they get a notification when you ask a question. Although this is not a necessary process.
