The valency of Carbon is depend on following :-
1. To complete the octate, either carbon gains four electrons or loss four electrons.
2. But if Carbon gains electrons then it would be difficult for nucleus to hold four extra electrons as carbon atom is very small in size.
3. If Carbon losses its electrons then it required large amount of energy to remove four electrons of nucleus.
4. Carbon makes four covalent bonds and attains the noble gas configuration by sharing it's valence electrons.
