The atomic no. of Chlorine is 17, and so the no. of electrons is also equal to 17, and we know that valency is the no. of electrons donated, accepted or shared to get the nearest noble gas configuration. Chlorine accepts 1 electron to do so, and therefore it's valency is - 1 .
