The valency of neon is 8 electrons in outermost shell while it has a total of 10 electrons in all the orbits.

valency is no of electrons in outermost shell 

neon z= 10

1s2 2s2 2p6

according to octet rule if it has 5 or more than 5 it should be subtracted from 8

valency of neon = 8-8 =0 

which means it is inert gas
