First you have to recall divisibility rules
for 8- If the last three digits are divisible by 8, the number is also
for 11 - Subtract the sum of the even digits from the sum of the odd digits; if the difference, including 0, is divisible by 11, the number is also.
So M......58N , eliminate cases in the ans choice where N is 8 and 6 because we know 586 and 588 cannot be evenly divided by 8.
4 works for N because 584/8 = 73.
Looking at 584, you can already tell the ansewr is E because if it is not divisible by 11 but to be sure,
Plug in 5 and 6 for M and apply the divisiblilty rule for 11 anser is still E
