Second band represents the se cond significant figure of resi stor value.

Third band represents the decimal multiplier after the first-two significant fig ures of resistor value.

Fourth band represents the tolerance of resistor.

According to colour co de : red (2)  orange (3)  gold (5 %).

Thus resistance value is 22×10³±5% Ω.
