I think the is an error in the question.

It may be like this .

3y + 10 = 2y

3y - 2y = -10

y = -10

Verification :

Substitute y = -10 in given equation.

3( -10 ) + 10 = 2 ( -10 )

-30 + 10 = -20

-20 = -20 ( True )
