If the man is in rest then it's velocity is 0.

If he's in unifrom motion then it's velocity is constant.

If he's in uniform acceleration then it's velocity is increasing constantly.

If he's in uniform retardation then it's velocity is decreasing constantly.

If he's in non uniform motion then it's velocity is variable.

Don't underestimate the Velocity of a common man :p
