Threshold frequency is defined as the minimum frequency of light which causes electrons to be emitted from a metal surface. If no electrons are ejected, this means that the frequency of the light is less than the threshold frequency.

the frequency of incident radiation is less than the threshold frequency, the kinetic energy of photoelectrons becomes negative. this has no physical meaning. so photoelectric emission does not occurs below the threshold frequency.
