Time is an unique dimension of perspective . To be precise.... it is an relative quantity. From "RELATIVE" I mean that it changes from observers. Albert Einstein coined this term called Time Dilation. It says that flow of TIME changes as the speed of the observers changes. The time we know is a lot different than that the scientists see it. Speed of any particle decides its rate of flow of time. So, if an object travels at or above a particular speed , it experiences the passage of time as slower than other observer that is relatively very slow. The "particular" speed here is the speed of light that is "c" which is constant in the nature as proposed by Einstein . He said that C is constant irrespective of what speed the observer has.
Your doubt of If we can control Time is currently an Fantasy with this machine called TIME MACHINE. For the quetion of can we build it right now is NO. As we dont have that technology to eliminate some of the effects of reaching that speed on humans. You might be knowing that the speed of light is 299,792,458 metres per second . 11082.56864 is the highest speed humans have touched yet and is just 0.0037 % of speed of Light. So, you now might get the idea of how hard it is to Bend the Time and change the Laws of Nature .

Hey unfortunately time machines don't exist but this is my idea oh how you may create one. It is still not possible actually. It is fully hypothetical though.
To time travel you need something that moves as fast as light. And you can only visit the future.
So, it is also told that anything which contains matter cannot move equal to or faster than light.
So, scientists have been creating something know as a photon propeller.
So, it is still not done and it is also not known whether it faster than light.
(Search in Yo*utube : Photon Propulsion and click on the video from the channel SciShow Space. You will definitely get good information.)
And, after that you need a place to be in. Let us say the hypothetical Gyrosphere which was an idea from the movie Jurassic World.
So, if you keep it in a very steady place then propel it it will spin very fast. If possible equal to or faster than light itself which will make you travel to the future.
Problems:
If you are in a timeline where there is no time machine (that which will make you go back to the past) invented you are probably stuck in the future.
My idea is fully hypothetical.
