A time zone is a region on the earth where uniform standard time should be maintained for transport, commercial and social purposes. For example, if different time zones were followed, the trains coming from different regions, sharing single track may meet with accidents.

Latitude has nothing to do with determining time on earth. Longitude can allow you to determine time. If you can determine the longitude you are at and know the time at some other longitude, then the difference between the two lets you calculate the time difference (as in time of day). But you would need to know both longitudes, or something equivalent. That is why the British awarded a prize to develop an accurate clock for use on ships. They did the opposite - they knew the time difference between Greenwich and where they were and then calculated longitude from that.

A full circle is 360 degrees around. (By the way, from here on out, we'll write the term 'degree' just as 'deg' because that's how you'll usually see it when people talk about time zones.)
