Total surface area of hemisphere :
3\pi  {r}^{2}

Radius r of hemisphere = 7 cm

Total surface area :

 = 3 \times  \frac{22}{7}  \times 7 \times 7

 = 3 \times 22  \times 7

 = 66 \times 7


 = 462 \:  \:  {cm}^{2}

We know that,

T.S.A\ of\ hemisphere =3 \pi r^{2}

→  = 3 \times  \frac{22}{7} \times 7 \times 7

→  = 3\times 22\times 7
 
→   = 66 \times 7\ cm^{2}

→ = 462 \ cm^{2}

Therefore total surface area of the hemisphere is 462cm².
