Transparency, as one of the basic principles of good governance, implies the public insight in the work of Public Administration Bodies. Citizens should be enabled to inspect the work of the public administration as well as the availability of instruments for monitoring the decision-making process. Also, citizens should be familiar with the regulations applied in the procedure for exercising their rights, in a clear and understandable way.

Transparency is important for the Public Administration Reform in Serbia, the fight against corruption and the increase in the participation of citizens that is not possible without a sufficient level of information, which is possible only through transparent work.

There are two types of transparency and accessibility of Information of Public Importance. The first is proactive transparency, which involves the publication of Information of Public Importance before the public requires them. Basically this assumption is the belief that all Information of Public Importance belongs to the public, and that they are only in the possession of a Public Administration Bodies. It is a belief that there is a general right of the public to know and pro-active transparency is a mechanism for exercising this right. The application of the concept under this title is advocated by Public Administration theorists and international associations like the World Bank. The second type is reactive transparency. It is also about the public's right to know, but in this case it is carried out on popular demand.

The aspiration to the level of full transparency on its basis has a general belief that democracy is the rule of the people and that the elected representatives are temporary executors of the decision-makers duties, but are accountable to citizens. Defined in that manner, it requires public authorities not to keep citizens in equal position with decision makers and to provide citizens with information, at the same time as the rest of the administration.

Strengthening of transparency is also in line with the Public Administration Reform Strategy in the Republic of Serbia, that is, it is stated as one of the 4 principles of Public Administration Reform. "In order for the public administration to efficiently, effectively and professionally respond to the needs of citizens and provide quality public services in accordance with the principles and standards of "good governance", in addition to the aforementioned reform activities, it is necessary to increase the transparency of its work and to improve ethical standards and accountability while performing Public Administration tasks." (Official Gazette of RS, 9/14, 42/14). In the light of European integration, Public Administration Reform is a particularly important segment. It is precisely this that should lead to increased transparency, accountability, efficiency, and to make Public Administration at the service of citizens and businesses in Serbia.

The Belgrade Open School (BOS) advocates for the transparency of public administration within its activities, and so far it has done the following initiatives: "Anti-Corruption Student Network in South East Europe" (2007-2012), "Raising Accountability of Universities in Serbia" (2012 - 2015 ), "Local Transparency Booster: Raising Accountability and Prevention of Corruption in Local Governments " (2015-2016). In order to increase transparency, BOS will in the future put a special focus on Open Data and its introduction into Public Administration.
