The two-tier system of government includes.
Central Government which is responsible for a few subjects of common national interest. It is the government for the entire country.
State Government at level of provinces and states that look after much of the day to day administering of thier states.

The three-tier system of government includes Central, State and Local /District Government.
Functions of Central and State governments are the same.....
But Local Government is formed when power is taken from Central and State Government and given to Local government. It basically administer issues related to districts..
