Underemployment refers to a state when people are willing to work but are not getting jobs as per their ability.

For Example- If a person has ability to be get employed but due to govt. irresponsibility or any thing else he is not able to get job . Therefore he is underemployed.

This type of situation is mostly seen in PRIMARY SECTOR.
