the outermost shell of an atom is the valence shell. the number of electrons needed to fulfill the last shell or the valence shell is called as valency of the atom or we can say that valency is the number of required electrons to complete the octet of the atom. Valence Electrons are those which are already present in the valence shell of the atom.
