The combining power of an element, especially as measured by the number of hydrogen atoms it can displace or combine with, is called as Valency. When atoms of one element combine with the atoms of another element to form formula units, they do so in fixed numbers depending upon the capacities of the atoms to form bonds.

Valency of an element is a measure of the combining capacity of its atom to form chemical bonds. The valency of an atom is equal to the number of electrons in the outer shell if that number is four or less. Otherwise, the valency is equal to eight minus the number of electrons in the outer shell. Once you know the number of electrons, you can easily calculate the valency.

As example,

Valency of oxygen and carbon,
valency 4 elements like carbon are relatively stable. For example, carbon has six electrons, two in the first shell, and four in the outer shell, giving it a valency of four. Oxygen has eight electrons, two in the first shell and six in the outer shell, giving it a valency of two (8 - 6 = 2).

The number of electrons in an atom's outermost valence shell governs its bonding behavior. Therefore, elements whose atoms can have the same number of valence electrons are grouped together in the periodic table of the elements.

The number of electrons donated or accepted or shared by an atom of an element, so as to have a stable configuration of the nearest noble gas is called valency. The valency is equal to the number of electrons in the outermost shell (valence shell) of an atom.

Atom of every element wants to have eight electrons in it's valence shell. Some elements may have more than one combining power (or valency), while others have just one.
