Valency of an element is defined as the tendency of that element to gain or loose electrons. The electronic configuration of oxygen is 2,6. Therefore, it has a valency -2 which means it can take up 2 electrons to complete it's octet. On the other hand, the electronic configuration of fluorine is 2,7. Therefore, fluorine has a valency of -1 and can take up one electron to complete it's octet. Hope you've understood :)
