the valency of an element is a measure of its combining power with other atoms when it forms chemical compounds or molecules.

Valency is capacity of elements to gain or loose electrons to complete it's octet state. For example :-atomic no. of oxygen is 8 & it's electronic configuration is 2,6. For octet state an atom needs 8 electrons in its outer shell bt oxygen has only 6. Hence valency of oxygen id 6-8 = -2.
