the valency of an atom is the number of electrons it can share or recieve

for eg, take oxygen, O has 6 electrons in the outer most shell, so if it gets 2 more electrons, it has attained octet. every element tries to attain octet (O2-)

we need to know the electronic config of an element to know its reactivity, how it'll react, what it'll give after a reaction, magnetic property, and many other things, even its valancy.

knowing the valency helps us to know the formula of a compound as well like

O2- + Mg2+ ----> MgO
