Valency is capacity of elements to gain or loose electrons to complete it's octet state. For example :-atomic no. of oxygen is 8 & it's electronic configuration is 2,6. For octet state an atom needs 8 electrons in its outer shell bt oxygen has only 6. Hence valency of oxygen id 6-8 = -2.

Valency of chlorine is -1.
