VETO power is a power by using which a state or country which have it can refuse to take any decision at world level. If any state ir country with VETO power refuses, then the decision will not be taken. Only 5 countries have VETO power.

They are:-

  1. USA
  2. China
  3. Russia
  4. UK
  5. France

If you see literally, then the answer is no. UNO is not working democratically. Only those, specific countries, have the power to take decisions at world level. Democracy involves the involvement of all members, here states or countries, in the world. So there is no democracy in world level.
