"Power of Veto" or Veto Power is wielded solely only by The United Nations Security Council of five permanent members such as China, France, Russia, United Kingdom, and United States.


These permanent members prevent the adoption of "substantive" resolution. Normally, absence or abstention from vote by a permanent member could not prevent draft resolution adopted.


Veto Power also do not apply to any "procedural" votes determined by permanent members. Only permanent members vote against draft "procedural" resolution.
