veto usually comes from an authority figure or leader whose one vote has equal or more authority than that of the majority. In the United Statesgovernment, the US President can veto a proposed law; however, because of the systemof checks and balances, he can be overruled if there is a 2/3 majority vote in both houses of Congress.
