If there is a relative motion between the two different layers of liquid then an opposing force comes into play between two layers of liquid which is known as viscous force.

The tendency of liquid to appy viscous force between two layers which are in relative motion is known as viscosity.

The viscous force is directly proportional to the area of contact between layers.

Also the viscous force is directly proportional to the velocity gradient perpendicular to the distance between two layers.
