Vulnerability in general sense implies being susceptible to dangers. It refers to circumstances in which an areas or a community is likely to become easily prone to natural or man made disasters. It implies lesser capacity of a group, area to cope with such disasters. We may give example of poor construction , community means living near river, hilly terrain , in flood prone area are more vulnerable to natural disasters like floods, landslides etc.

Risk is the potential loss that can occur to  a particular community, society which is hit by a disaster. It implies potential losses likely to occur in terms of lives, property, livelihood. It takes into account some estimated loss likely to occur due to natural or man made disaster.
