Ozymandias was a very powerful ruler who had defeated many kings nad expanded his empire. He was arrogant, boastful and proud of his power and accomplishments. He got a huge statue erected so that he could achieve immortality after his death and be remembered as a powerful and mightiest king.
He was a conceited and self-absorbed person who was scornful and derisive of others. He had no empathy for his subjects.
