Passive voice can only be made out out the sentences which are part of “Tenses”. Means, the sentences which contain some verb (in addition to an auxiliary verb such as is/am/are/has/have/was/were/had etc…).

In other words we can say that only those sentences in which some action or work is taking place, come under the category of “Tenses”.
