The constitution of India has divided certain powers between centre and state and on some matters both state and centre have control .
.Now this is a huge subject .For ur complete understanding please do read the sarkaria commission report .
Currently, after the recommendations of the 14th finance commission were accepted by the centre the states now will get an additional 10% of the central revenue as central grants from the existing 32%.
Take GST for example. The taxation structure in our country is again quite complex. The GST seeks to integrate a number of indirect taxes into a single entity .Obviously some states especially the manufacturing ones will suffer a loss.Isnt this move over the long term violating the spirit of federalism where the states now have lesser money in their purse to pursue their own developmental agenda. Not at all the overall benefits are more .
Now the country is in a transition phase from co operative federalism to competitive federalism where states are streamlining their policies to increase investments.
The centre ordinarily doesnt interfere in state subjects .There is a special provison where rajya sabha if it wishes can frame laws pertaining to a state very rarely used.
Secondly various judgements of the supreme court have helped preserve this sacred and sacrosanctic federal character .
President's rule cant be imposed just because u have opposition party in power at states.Governors are not central government employees to change at ur wish and will etc.
