Firstly they are not beggers but they are poor.India has many poverty in the country and that should be not ignored.
Explanation:
When I say 'they should be not ignored' meaning other people should not think that are bad,unlucky,dreadful, or any sort of such things.Ofcourse that are poor so their lifestyle would be very bad,poor looking.Personally I think that they should not beg for money but they should earn their money by doing small works which are available for them to do so.Earned money by your own hardwork is better than begging not only for money but also for anything.But this should be realised by the those people who are responsible for this,I am just answering your question and saying it.
