In an government there are laws which construct a society. Freedom means different things in different governments. For example, in most countries international calls are very common, but if you look into North Korea, An Unauthorized phone all can get you executed, because in that country there is no civil rights.

I say that we are free but there are laws to stop us from getting out of hand. For example, Murder. if we commit murder it violates one's right to safety and the right to live. So we are free to do anything we want as long as it does not violate another person's civil right.
