Zero frequency model in data frequency is when static data decoder presumes the frequency of a byte to be zero. This leads to a permanent change in the system of the decoder, resulting in the forever presumption of that byte to be zero. this change in data cannot be reversed. The prediction of bytes lacks that particular byte.

This act of completely omitting that specific byte is called the zero frequency model.
