During the session of the parliament there are two time slots allotted to members to raise their question or discuss issues. The first time slot is called Question Hour and the additional time slot is called as Zero Hour.
The term“Zero Hour” is not formally recognized in our parliamentary procedure. It is a norm in both houses of the parliament (Lok Sabha and Rajya Sabha). Mr. Rabi Ray, the 9th Lok Sabha speaker regulated it ( Zero Hour).
Zero hour was put into place to raise matters which have greater public importance to ameliorate the functioning of the house. The members who wished to raise matters have to inform the speaker prior to the start of the session. The members normally give notice between 8:30 a.m and 9:00 a.m everyday to the speaker clearly stating the subject which they consider important or wish to speak. It is left to the speaker whether the requests will be entertained or not. In Lok Sabha, only 20 questions are allowed to be raised during the Zero Hour. It starts by 12:00 p.m and ends by 1:00 p.m. The members have to raise the issue under 3 mins.
