It is the unbalanced force where one of the magnitude is 0 N. It is difficult to achieve in practical situations as if 0N is a magnnitude... we can say that no force is applied... So when another force say 1N is applied from opposite direction it becomes a balanced force (as force of friction will be equal to force applied...)
