This was because:-
1.)Even though elections were not held in a fair manner.
2.)A lot of malpratices were done by the ruling government (ZANU-PF).
3.)Only one party has been ruling since independence .
4.) The media or the people of the country didn't have any right to criticise the government.

zimbabwe is not considered as a democratic country because of the following reasons:
             even though elections are held , they are not fair ones. a lot of malpractices are present . only one party has been ruling since independence and the media or the people do not have any right criticize it.
             their rule is authoritative , which makes it opposite of democratic.
             freedom of speech and expression id restricted
