Polar covalent bond is formed between hydrogen and oxygen, i.e., due to high electronegativity of oxygen, the shared electron pair shifts towards oxygen resulting into polarity of the bond..... oxygen attains partially -ve charge and hydrogen attains partially +ve charge.
