1) There are two kinds of decentralisation, namely political and administrative. In political decentralisation new units are created to invest them with powers. Thus the central government in India is the main organ of power

2) The 73rd Amendment Act of 1992 gave a constitutional recognition to the Panchayats( Rural local Government) by the addition of a new Part IX and a new Schedule 11 in our constitution, So the 73rd Amendment was basically for The Gram Panchayats
