HOLDING TOGETHER type of federation gives unequal powers to its constituent units.
eg- India:

Jammu&Kashmir-
 the constitution of Jammu&Kashmir is different from the general Indian Constitution
 non-residents do not have the right to buy or sell the land there

union territories-
India has a total of 7 union territories. these are smaller than the states and even there powers are less than that of states.

Holding Together Type Federations do not give eual powers to units or constituents of federation.
Example-India
Here are some points to make the topic clear:
1. The Centre is more powerful than the states.( The emergency powers to dismiss state governments)
2. Union Territories don't have the powers like that of states.
3. The state of Jammu and Kashmir has been given a special status (any non resident can't buy land or property there)
