East India Company officials began to feel that investment in land had to be encouraged and agriculture had to be improved. So they introduced the Permanent Settlement in 1793 when Cornwallis was the Governor General.
According the terms of the settlement, zamindars were given the powers to collect the revenues agreed upon in auctions. Therefore, it was also calledzamindari settlement. They have to pass on 90% of the amountto the Government retaining 10% as collection charges. Theamount to be paid was fixed permanently, that is, it was not tobe increased in future.The Zamindars, however, collected more revenue thanagreed upon through auction. They continuously increased therevenue and changed the cultivators who did not meet thedemand. This settlement inadvertently converted all thepeasants into tenants, and the zamindars collected rent ratherthan revenue from them. Since rent collected was much higherthan the revenue, the cultivators could not pay the entire amountand sometimes deserted the lands. In the long run, the zamindarsalso suffered and became defaulters.It did not have the desired impact because farmers were forced to give rent so the farmers suffered. As zamindars did not improved the land, the production was not there as much as it desired. The Zamindars failed to do their duties properly and s they lost their zamindari.
