According to me, the happy prince was a very imotional person. But when he was alive he did not know what tears were for he lived in a palace where sorrow was not allowed to enter.

If he would have steped out of his palace when he was alive, he would have seen all the misery and ugliness of the city around him. Than he would have helped the people and would have made the city a place of happiness.
