According to the Citizenship (Amendment) Bill, 2003, this right shallnot be conferred to Overseas citizens of India. Abolition of untouchability:Article 17 of the constitutionabolishes the practice of untouchability. The practice of untouchability is an offense and anyone doing so is punishable by law

Article 17 of the constitution abolishes the practice of untouchability.  This act lays down that whatever is open to general public  should be open to the members of the scheduled castes. The act made provision for imprisonment and fine.
