The elements with valency less than or equal to 5 are non metals
When there are less than 5 electrons in the valence shell , the valency is the number of electrons in valence shell
For example : -
Carbon :-
No: of electrons = 6
Electronic configuration = 2 , 4
Here , in the valence shell , there are 4 electrons., which is less than 5
Hence , valency is 4
Therefore , it is a non metal
