At the beginning of the story the weather is cold.

There is a strong possibility of rain, but it isn't raining. It is also windy, for the author says 'chilly gusts of wind' had sent people indoors.

Later during the story it begins to rain. The 'fine, cold drizzle' is accompanied by the continuously blowing wind. The people on the street are all wearing coats with raised collars and have their hands in their pockets. This indicates that the weather is quite cold.
