Answer:
The "parallel state" is a term coined by American historian Robert Paxton to describe a collection of organizations or institutions that are state-like in their organization, management and structure, but are not officially part of the legitimate state or government.
Parallel governments were formed at many places:
Ballia (in August 1942 for a week)—under Chittu Pandey. He got many Congress leaders released.
Tamluk (Midnapore, from December 1942 to September 1944)—which undertook cyclone relief work, sanctioned grants to schools, supplied paddy from the rich to the poor, organised Bidyut Bahinis etc.
Satara (mid-1943 to 1945)—named “Prati Sarkar”, was organised under leaders like Y.B. Chavan, Nana Patil, etc. Village libraries and Nyayadan Mandals were organised, prohibition campaigns were carried on and ‘Gandhi marriages’ were organised.
Patil was imprisoned eight or nine times during the struggle with the British Raj from 1932 to 1942. He went underground for a second time for 44 months during the Quit India movement in 1942.
The Tamralipta Jatiya Sarkar (English : Tamralipta National Government) (Bengali : তাম্রলিপ্ত জাতীয় সরকার) was an independent parallel government established in Tamluk, West Bengal, in India. It occurred during the Quit India Movement.
