Solution -

Note - At first, find the sq. root of 8400

[Refer to the attachment]

As,  (91)² < 8400 < (92)²

Perfect Sq. = 92² = 8464

Smallest no. To be added

= 8464 - 8400

= 64

∴ Perfect Sq. = 8464

√8464 = 92

Explaination -

The question had asked about the number 8400 is perfect sq. or not, if not then, by what number should it be added to make it a perfect sq.

To check, whether it is perfect sq. or not, just find out it's sq. root by long division method [refer to the attachment]

By doing it, we are clear that the given number 8400 is not a perfect sq.

Then we found 91 in it's quotient.

And it is clear that 91² is not greater than 8400. So, to make it a perfect sq. we will take the next perfect sq. which is 92² clearly 8464.

Now, it is clearly seen that 8464 is the next perfect sq.

But by what number should 8400 be added to make it perfect sq. i.e. 8464

As, 8464 - 8400 = 64

So, 64 is the smallest no. by which 8400 must be added to make it perfect sq.
