Yes because after the revolt of 1857 Queen Victoria issud the goveenment of India act according to which the East India company board of control and court of directors were abolished and a secretary of state was appointed.Moreover the governor general was given the title of viceroy(queens personal respresenative) and he was a part of British cabinet and has to answer the reason for all his doings.
