it is mentioned in the book as the minority french speaking community was relatively rich and powerful  the dutch speaking people got the economic development much later . this led to tension between dutch speaking and French speaking in Belgium. the tension was more acute in brussels because it created a special problem which is that the dutch speaking people constituted a majority in the country , but a minority in the capital.
